The proposal, which would require people who claim the federal credit to have Social Security numbers to prove they are working legally, is being offered as a way to help pay for extending the Social Security tax cut for most American wage-earners. It would trim federal spending by about $10 billion over a decade.

But a 1997 law enacting a $500 per-child tax credit does not specifically exclude illegal immigrants from collecting. It was significantly expanded in 2001 to gradually reach $1,000, and rules were eased so that many more people could get it on a refundable basis. It was made more generous in 2009 so that more taxpayers could claim the credit or claim a larger amount. On the other side, Republicans and some Democrats say what is crazy is even having a debate over whether the government should be cutting checks to people who have sneaked into the country illegally.
Well that finally debunks the myth that illegals haven't been getting tax refunds that they are NOT entitled to.
The Treasury Department says that in the 2010 filing year more than $4 billion in child credit refunds went to 2.3 million people who filed tax returns but did not have Social Security numbers to prove they were citizens or legal workers. That was a four-fold increase over five years earlier.
On the other side are politically influential Hispanic groups, a vital Democratic-friendly constituency. Opponents of tightening eligibility for the child tax credit point out that six of every seven affected families are Hispanic, with an average household income of about $21,000. Tax credits of up to $1,000 per child and make a huge difference at such income levels.
You bet they make a huge difference. As do the food stamps, welfare checks and Medicaid coverage that the children of the illegals receive to bolster their incomes. Which is probably why I see so many of them driving new SUVs, shopping at upper income level retailers, and living as well or better than US citizens who do not qualify for all of this taxpayer "assistance".
The situation has Democrats in a box. If they fight the Republican effort to cut back payments of the tax credit, they will be favoring the delivery of refunds to people who not only do not owe income taxes but are not supposed to be in the country in the first place.
It is ironic that it was the Reagan administration that laid the groundwork to bolster illegal immigration in the first place via taxpayer funded education and healthcare for the illegals. Then he gave amnesty to millions of illegals already in the US....which likely included untold numbers who came after the legislation was passed.
The GOP and Democrats have added additional perks to the illegals ever since the Reagan presidency and occasionally made half-hearted jabs at blaming the other party for the situation that they worked together to create to please their corporate masters who had outsourced all the jobs possible to cheap labor markets outside of the US and demanded a supply of cheap labor inside the US that was subsidized by taxpayer money.
The corporations (who own the media) spread the propaganda that this was a humanitarian issue when in reality it was a importation of slave/cheap labor issue. The US citizens were successfully divided and played against each other and largely ignored the fact that their incomes were stagnating, their jobs were disappearing, and they were the ones footing all of the bills.
Now the GOP has the upper hand at playing the victim since their party is not in the White House and pretend that they would do differently if they only had control of the White House again. The GOP had control of the White House for 20 of the last 32 years, but one has to look no further back than 2007 when Bush was supporting another round of amnesty to know that the GOP is lying.

I don't get it- I was born here, and have had the Social Security since early on, and am required to use it, show it, put it on any/all legal docs, and it is required on tax returns. You know, the ...Taxpayer I.D. #..., and yet there are ILLEGAL immigrants who do not have one that are receiving money BACK from our nation- from ALL OF THE REST OF US? That means you, me, my uncle- my sister- everyone who is paying in taxes contributes to these who have NO SOCIAL SECURITY NUMBER.
Anyone can yell D or R, right, left, or any president's name they want, or any politicians name they want, point the finger anywhere, but it still will not make this RIGHT!
How about if we tax illegal immigrants instead of those earning over $250,000/year, and let the ones that earn LEGALLY off the hook?

How about no taxes for illegal immigrants? Then we would not have to spend the time and money to even process their returns!

If you're illegal you have no SS number, so filing a tax return will be difficult. Your illegal employer, the one who profits from the huge illegal labor market, will not report your earnings or provide you with a W-2 form, knowing they will go to jail for using and profiting from illegal labor.
If we want to deal with illegal workers, it's an easy thing to do: lock up those who employ them with mandatory sentences. Lock up the owners and executives of Dole and Tyson with mandatory sentences, and a 3-Strikes provision that throws away the keys after three times in jail. The illegal labor market will dry up in less than 6 months, I guarantee it.
That won't happen, however. Those rich executives, who get and stay rich using the illegal labor market and robbing Americans of their jobs and livelihoods, bribe our politicians and are protected by our politicians and legal system. Too, the vast for-profit jail industry would be pissed. So the solution is not coming for this problem, and jobs go to illegals, wages for everybody come down, and more US money goes overseas, hurting our entire economy. And the crooked politicians blame the poor illegals who come to fill the illegal jobs offered by the rich.

The US Treasury Dept says refunds went to 2.3 million people who did not have Social Security numbers. And it is currently legal only because legislation was enacted to make it legal.

If you're illegal you have no SS number, so filing a tax return will be difficult.
There are countless ILLEGAL aliens, using Social Security numbers fraudulently. Many are from deceased Americans.
They are here unlawfully, every day. Breaking other laws does not seem to get in their way.

Yep and the minute you call them on it every enabler in the country is all over your case. This has become a situation of domestic traitors enabling the to break our laws versus legal citizens trying to preserve them. There are many of arguments being brought out as to why they should be allowed to continue this invasion of our country and not one of them addresses the laws being broken at will or the consequences, long term.

The solution is simple and cost-effective: lock up those who provide illegal jobs with mandatory sentences. Three strikes and you're in jail for life. The illegal labor market will collapse in months. However, the enablers of this vast illegal labor market won't have it, and they're the ones in power in Washington. Lock up the CEO's of Dole and Tyson, and the rest will fall in line.
Putting two men in jail is a lot more effective and efficient than trying to deport thousands upon thousands, just to have them turn around and return for the same illegal jobs that lured them here in the first place. As above, it's not going to happen: the rich and powerful like their cheap labor a lot. It drives up profits as it drives down wages for Americans. Sweet deal, if you're rich and powerful. Sucks for every one who is not.

every enabler in the country is all over your case.
The enablers would be those who benefit from using cheap labor subsidized by US taxpayers. The enablers would include the GOP in federal and state governments currently working to overturn child labor laws in the US.
The illegals even have their own national defense team that fight and overturn US laws against illegal immigration called MALDEF. It's website says "The Latino Legal Voice for Civil Rights in America".
There is even the United States Hispanic Chamber of Commerce.

4 billion dollars to criminals and still we stand for it. If you tried this in any other country the citizens would be all over their officials like a cheap suit. Lets face it we got no balls. I get so tired of the media calling them illegal immigrants that I could puke. they are illegal aliens who are being given protection by the President of the United States in direct opposition to the Constitution and his oath of office and in his arrogance says now that he plans on giving them amnesty by Presidential Order. We fought wars and continue to fight wars for what? This? Their enablers continue to find excuses for this illegal behavior and there will soon be an explosion and pay back will be a bitch.

Where the hell are the "illegals would never file a tax return for fear of getting caught, just like illegals would never risk voting for fear of getting caught", crowd. I have worked for a major corporation that hired illegals because they had SS cards, the reason I know they were illegal us because they would quit after a few months when the immigration office would get wind of them. These people would claim so many people that they never had deductions taken out of their checks, on top of that they claim tax refunds and we give them money!!? Please someone tell me why?

Illegals don't fear much in the US except being caught up in the token raid meant to show US citizens that the government is enforcing immigration law ... which it isn't.
The US government knows who the majority of illegal aliens work for and could have put a stop to this any time they wanted to.

A single employer filed 37,375 W-2 forms in tax year 2005 on which the Social Security Number and the name did not match. These "no-match" W-2 forms often -- but not always -- represent an illegal-alien worker fraudulently using someone else's Social Security number or a fake number.
According to the inspector general, there were about 1,650 employers that filed more than 500 no-match W-2s in 2005. In fact, these 1,650 employers filed a total of about 2.6 million no-match W-2s in 2005, meaning they filed an average of 1,576 per employer.
To those unfamiliar with this issue, this might seem like an astounding number. If you care to double-check it, go to the Website of the inspector general of the Social Security Administration and look up the December 2008 audit report titled, "Effectiveness of Educational Correspondence to Employers." The number for the report is A-03-07-17105.
In October 2004, the SSA inspector general filed an audit report analyzing the 100 employers that had filed the largest number of bad W-2s in the five years from 1997-2001. The inspector general did not name these "Top 100" bad W-2 filers but did cite the states in which they were located.
America's No. 1 filer of bad W-2s was an Illinois-based company that filed 131,991 no-match W-2s from 1997-2001, for an average of 26,398 per year. The No. 2 filer of bad W-2s was a Texas-based company that filed 108,302 no-match W-2s from 1997-2001, for an average of 21,600 per year.
The Illinois employer, according to the inspector general, paid $5.4 billion in wages to employees whose Social Security numbers did not match their names.
The employer could have been paying that money to Americans and permanent legal residents entitled to work in the U.S. who have valid Social Security numbers and are quite happy to give them to their employers.
SSA will not give the Department of Homeland Security (DHS) the names of the employers who file massive numbers of no-match W-2s because they say that is protected tax information under Section 6103 of the Internal Revenue Code. Under the George W. Bush administration, DHS promulgated a regulation that instructed employers in how they could find "safe harbor" from having SSA's no-match letters used against them as evidence that they had knowingly hired illegal aliens. But a federal court in California suspended this regulation in 2008, and Secretary Napolitano rescinded it last year.

Note in reference to comment 7.1. The media paints a picture of illegal aliens working only as housekeepers, gardeners, on farms and in restaurants. Really? The vast majority are working steady jobs in factories and private/government construction projects across this country.

That's the stunning conclusion of a San Diego company's analysis of 290 million Social Security numbers, which found that 40 million of them have been attached to more than one name. The study, conducted by the fraud-fighting firm ID Analytics, is the first of its kind that's been made available to the public.
The IRS often knows when this happens, when the imposter pays taxes. The Social Security Administration knows, too, for the same reason. And the nation's credit bureaus usually know, because the imposter often ends up applying for some form of credit. Plenty of financial institutions also have access to this information.
But no one is telling you. In short, all these government agencies and financial firms don't think you have a right to know.
ID Analytics is a data collection firm that specializes in helping companies separate imposters from honest consumers. Its client list is long, and includes many major financial firms as well as the Social Security Administration. Over the past decade, it has amassed files on virtually every American who is active in the financial system. It now tracks 290 million Social Security numbers and nearly 300 million people.
But millions of those SSNs are being used to commit fraud. Some cases are obvious. More than 140,000 SSNs are associated with five or more people, and 27,000 are connected to 10 or more people, for example.
"Once an SSN is connected to even three people, it's pretty clear something is wrong," he said. The firm found that 5 million SSNs have been connected to three or more people.
